A test answers it. With a sound deck and dry insulation, the great majority of low-slope leaks come back to one lap, one flashing or one penetration, and each of those gets rebuilt where it sits. Once water has spread through the insulation, or the deck itself is going, paying for a repair means paying to postpone a roof that has already lost. Code closes the loophole from the other side: a new system is not allowed to go over a covering that is water-soaked or deteriorated, and two existing layers ends the conversation regardless of condition. Only if the roof under it is dry and sound. A fluid-applied silicone or acrylic coating renews a surface and can add years to a roof that qualifies, at a fraction of what a tear-off costs, and coating systems are commonly warranted somewhere in a ten to twenty year band tied to how thick the coating goes on. What a coating cannot do is dry saturated insulation or rescue a failing deck. One local detail matters in the choice: silicone handles standing water and heavy sun, while a water-based acrylic is the wrong pick on a roof that ponds, and ponding is the common complaint here after a wet spring.
Because the failure is at a joint and the patch went over the symptom. Laps, the flashings where the roof turns up a wall or a curb, and the seals around pipes and drains are the offenders that keep coming back on every low-slope roof, and each one has to be opened and rebuilt rather than smeared over. A second patch in the same spot is usually evidence that the first one never reached the detail that failed.
Less than people expect, which is the whole problem. Hail bruises a membrane and can split it over the insulation without leaving anything obvious from ground level, and on a modified bitumen cap sheet it strips granules the way it does on shingles but where nobody looks.
